CITY COUNCIL WORK SESSION FEBRUARY 6, 2002 It is the overall goal to have a draft document at the March 20, 2002, Council work session. The public hearing could then be scheduled for the March 25, 2002, Council meeting. Councilmember O'Donnell stated he would like to know from the Charter Commission the purpose of the Plan. City Administrator Waite Smith stated the concern of staff is that the City has run effectively without the Plan. Staff would like to know the value of the Plan. Staff also understands that the Charter does require the Plan. Councilmember O'Donnell stated the Five -Year Plan should be placed on the agenda for the joint meeting with the Charter Commission.
