COUNCIL MINUTES MARCH 11, 2002 <br />Mr. Perry indicated if the proposed slow/no-wake zone ordinance is passed, the Anoka County Parks <br />and Recreation Department will conduct a survey of the slow/no-wake zone boundary, place <br />permanent survey points on the island and on each shoreline, provide buoy placement, maintenance, <br />and removal and will also place a sign at the public access illustrating the area of the slow/no-wake <br />zone. A minimum number of buoys, four to seven, would be placed to effectively delineate the <br />slow/no-wake zone. <br />On behalf of Anoka County, Mr. Perry expressed appreciation to the Lino Lakes Mayor and City <br />Council, City staff, and officials for their leadership and cooperation for considering the proposed <br />restrictions on Peltier Lake. He stated Anoka County Parks and Recreation Department would be <br />more than willing to provide any necessary additional information. <br />Mr. Perry indicated there have been comments that when eagle moved into the area the herons <br />dispersed, however, he indicated the opposite.is true. He indica when the rookery first began to <br />fi� <br />establish itself in 1989 the nests were concentrated farther sout : on t 'sland. At that time there was <br />an eagle's nest on the island. He indicated there are currentl •, at blue heron nests in the same <br />trees as the eagle nest. He stated upon review of the eagle e last year he found no evidence of <br />heron eggs in the eagle nests. <br />Mr. Perry stated the buoys used to delineate the no- a ®$ e would be of standard size, minimum <br />nine -inches in diameter and approximately 36 inc . eve the water line. <br />Cindy Lindner, Peltier Lake Drive, noted d <br />were discussed. He 1 Gated prior to the year 2000 many boaters used the lake and the <br />birds on the island were thriving. e did not feel the boaters were responsible for the herons <br />abandoning the island, however, he did believe there is a problem and it should be determined exactly <br />why the birds have left. <br />Shelly Dentz, Peltier Lake Drive, stated she had contacted the National Eagle Center in Wabasha and <br />informed them of the proposed no -wake zones for Peltier Lake. She stated the representative of the <br />Eagle Center informed her that eagles are opportunists and scavengers that will feed on nearly <br />anything. Additionally, she was informed that eagles will prey on herons, however, the birds do <br />coexist. She stated the Eagle Center representative indicated a lot of facts and documentation should <br />be gathered prior to taking action to place restrictions on the lake and that there were many reasons <br />why herons leave rookeries. <br />Ms. Dentz stated she would support a no -wake zone from the bog poles to the north of the island. <br />Additionally, she would like additional studies to be undertaken to determine why the herons have <br />19 <br />
