COUNCIL MINUTES MARCH 11, 2002 <br />Environmental Specialist Asleson noted Section 11I.A.2 of the proposed Joint Powers Agreement <br />should be amended to state, "A slow no -wake speed -24 hours per day all year in an area to be <br />determined but generally to the North of..." <br />Environmental Specialist Asleson advised staff recommends approval of the Joint Powers Agreement <br />with the City of Centerville, as amended, and approval the first reading of Ordinance 03-02, <br />regulating the surface use of motorized watercraft on Peltier Lake in the Peltier Lake Island area. <br />Councilmember Dahl noted the map from Anoka County depicting their preferred locations for a no - <br />wake zone showed Alternative No. 2 as running 200 feet south of the southern end of the island. She <br />requested the distance of Alternative No. 1 from the southern end of the island. It was the hope <br />of the Board that the proposed ordinance would decrease the amount of noise and physical <br />disturbance in the Peltier Lake island area and encourage the return of the City's symbol, the great <br />blue heron to the nesting sites they have abandoned the last two years. <br />Mr. Kukonen stated the Environmental Board's handbook for planning, conservation and <br />development, which is now part of the City's Comprehensive Plan, suggests buffer areas with a width <br />of approximately 1,000 feet or greater are needed to protect heron rookeries. He stated the Wild Land <br />Urban Interface project, which the Board recently participated in through the Minnesota Department <br />of Natural Resources, also looked into this issue and recommended that human activity near the island <br />be restricted. For these reasons, the Environmental Board felt the proposed ordinance was a <br />reasonable request. <br />4 <br />• <br />
