COUNCIL MINUTES MARCH 11, 2002 <br />Ms. Nass stated last year when she visited Peltier Lake island she found dead baby birds hanging from <br />the lower branches of the trees because their parents had abandoned them. She stated wild animals do <br />not abandon their children and she believed the problem at Peltier Lake is human disturbance. She <br />did not believe the eagles were causing the abandonment of the birds since she is aware of examples <br />within the State of Minnesota of eagles and herons cohabitating. She stated this will occur providing <br />there is plenty of food and Peltier Lake has an abundance of fish. <br />Ms. Nass stated the intent of the proposed ordinance was not to ask people to give up the use of the <br />lake, rather the intent would be to create a no -wake zone around the island so the fish, animals, water <br />quality, and rare and endangered plant species are protected. <br />Gerald Lawson, 1699 Long Lake Road, stated in 1947 he began flying at Rice Lake and flew there for <br />many years. He stated he moved to Lino Lakes in 1952 and had noted the decline in birds at Rice <br />Lake did not begin until the development of the east side of th lake with the golf course, houses, etc. <br />He stated he lives on Rice Creek and the birds that had been seen, t the creekare no longer to be <br />found. He believed the birds began to disappear during the ear s, around the same time high- <br />speed boats and jet skis became popular. She noted the Peltier Lake Association held a <br />meeting, which had a large turnout, and the residents all wished to work together to resolve this issue. <br />She indicated the Association Members worked as a team to develop a proposal, which she supported. <br />Councilmember Dahl requested clarification of which option Ms. Farmerie preferred. Ms. Farmerie <br />stated she preferred the Peltier Lake Association's option number 1, which would provide for a no- <br />wake zone north of the existing bog poles and the use of the bog poles for notification. <br />Dan Pavlik, 8550 156th Lane NW, Ramsey, read the following statement to the City Council: <br />
