COUNCIL MINUTES - APRIL 22, 2002 <br />Mr. Hayes stated he will respect the decision the Council makes regarding this issue. However, Mr. <br />Biese thought he was proceeding very prudently and he is very disappointed. <br />Councilmember Carlson noted there was a 5-0 vote to deny at the Planning and Zoning Board <br />meeting. <br />Mr. Hayes stated the applicant never would have paid to proceed with the CUP if he knew the City <br />was so adamant about this type of request. He noted he has had many discussion with the City <br />Planner regarding that issue. <br />Mayor Bergeson asked the makers of the motion if they would like to move forward with the motion <br />to deny the CUP. <br />Councilmember Reinert and Councilmember Carlson indicate • would like to move forward with <br />the original motion. <br />Motion carried unanimously. <br />Resolution No. 02 — 34 can be found in the City Clerk's <br />Consider Resolution No. 02 — 36, Approving Plan nd-Specification and Authorizing <br />Advertisement for Bids for the 2002 Sealcoat P Jim Studenski — City Engineer Studenski <br />advised that each year the City maintains its str t: lcoating. Sealcoating places a thin layer of <br />oil and rock on the street to enhance the surf• ` . Candidate streets include new streets that received <br />the wear course 2-3 years ago and all othee done on a 5-7 year cycle. This year, <br />approximately 6.5 miles of streets will b ` ealc•a•ted at an estimated cost of $114,000. The 2002 <br />budget includes $58,800 for sealcoa oposed to fund the difference between the budget <br />amount and the final bid amount fr' ity ealcoat fund. City staff has prepared the plans and <br />specifications for this work and are r- - ng ouncil approval to advertise for bids. <br />City Engineer Studenski notes cil will be asked to award the contract to the lowest <br />responsible bidder on May 28,E 1 02. <br />Councilmember O'Donnell moved to adopt Resolution No. 02 — 36, as presented. Councilmember <br />Dahl seconded the motion. Motion carried unanimously. <br />Resolution No. 02 — 36 can be found in the City Clerk's office. <br />Consider Resolution No. 02 — 37, Approving Plans and Specifications and Authorizing <br />Advertisement for Bids for the 2002 Wear Course Program, Jim Studenski — City Engineer <br />Studenski advised the City undertakes a paving project each year to place the final layer of <br />bituminous, known as the wearing course, in those developments where the majority of the lots have <br />been built on. The funding for this work is provided by assessments to the respective subdivision. <br />The subdivisions receiving wearing course this year include Clearwater Creek 3rd Addition, Trappers <br />Crossing 3rd Addition, and Pheasant Hills Preserve 11th Addition. <br />
