COUNCIL MINUTES JUNE 24, 2002 <br />Mayor Bergeson questioned whether an alternative plan has been determined in the event the project <br />can not be fully assessed to the benefiting property owners. Community Development Director <br />Grochala indicated City staff will continue to investigate any funding alternatives for this project. He <br />noted the improved roadway was needed primarily to serve six property owners. <br />Mayor Bergeson questioned whether the City could assess the property owners on Northern Lights <br />Boulevard for the improvements on 21St Avenue, since 21st Avenue is the only way to access Northern <br />Lights Boulevard. <br />Community Development Director Grochala acknowledged that the property owners on Northern <br />Lights Boulevard would benefit from this project. It was his opinion that because the project <br />is not urgent, the City could move ahead with the project and, if there are any appeals of the proposed <br />assessments, an appraisal be performed at that time. <br />Councilmember Reinert moved to adopt Resolution No. 02-66, Accepting the Feasibility Report and <br />Calling for a Public Hearing to be held on August 8, 2002 for the 21St Avenue Street and Storm Sewer <br />Improvements.
