COUNCIL MINUTES JULY 8, 2002 <br />Ordinance No. 04-02 can be found in the City Clerk's office. <br />Public Hearing, Marshan Lane Utility Improvements, Jim Studenski — City Engineer Studenski <br />advised the City received a petition on September 25, 2001, from residents and property owners on <br />Marshan Lane, east of Lake Drive, for preparation of a feasibility report on sanitary sewer and water <br />service. The City Council received the petition and ordered the feasibility report on October 8, 2001. <br />On January 14, 2002, the City Council received the feasibility report. A copy of the report was then <br />sent out to the residents for their determination as to whether or not they want to continue with the <br />public improvement process. <br />City Engineer Studenski indicated the City received a petition from four of the 10 residents on May <br />13, 2002, requesting the installation of sanitary sewer and water utilities. The petition meets the City <br />Charter requirements that at least 25 percent of the benefited property owners have signed the petition <br />for the City to proceed with the public hearing. On June 10, 20 the City Council received the <br />petition and called for the public hearing. <br />City Engineer Studenski indicated the estimated cost of the <br />public hearing, the City must allow 60 days to elapse befog <br />required by City Charter. <br />15,403.00. He noted, due to the <br />updated 2002 assessment rates, the total proj ost had increased slightly since January, at which <br />time the total project cost was approxima : 00. <br />City Engineer Studenski indicated in .e µ "of 2001 the City received a request for the <br />subdivision of the property located Lane. At approximately that same time, verbal <br />inquiries had been made from other r` , its on Marshan Lane regarding the cost to extend City <br />utilities to their properties. 001 a neighborhood meeting was held and on <br />September 25, 2001 the City c'`ve.�a pe ition from the residents on Marshan Lane requesting a <br />feasibility report. During the l tober 8, 2001 City Council meeting, the Council ordered the <br />feasibility report. <br />City Engineer Studenski stated this project would include the extension of sanitary sewer, with <br />connection to the existing sanitary sewer line located just outside of the City Hall entrance, and the <br />extension of water service to Marshan Lane. Street restoration would only occur for those areas <br />disturbed by this project and a street reconstruction project was not proposed as part of this project. <br />No curb, gutter or storm sewer improvements would be added as part of this project. <br />City Engineer Studenski indicated the east end of Marshan Lane would require additional utility <br />easement to service all the properties that currently exist. If this was the intent of the project, that <br />easement would be required, however, if the City were unable to attain that easement, the scope of the <br />project would be reduced. <br />
