COUNCIL MINUTES JULY 8, 2002 <br />Mayor Bergeson questioned, if the project proceeds and the residents are assessed, how many years <br />would the residents have to repay the assessment. City Engineer Studenski stated a property owner <br />could pay the entire assessment at one time, or it was typical for the City to allow 15 years to repay an <br />assessment through the tax rolls. <br />Mayor Bergeson confirmed that the proposed assessments were only to make water and sanitary <br />sewer lines available to the property owners and once the project was completed, the property owners <br />would then incur costs to connect to the. City utility lines and to run the necessary plumbing from their <br />homes. City Engineer Studenski stated this was correct. He indicated there would be no requirement <br />at this point for the residents to connect to the City utilities, however, the assessments would be <br />applied upon completion of the project. <br />Councilmember Carlson noted the proposed assessment roll indicated a variety of lot sizes and total <br />increase in market value to the <br />•ty found out after the fact that <br />w this would be addressed <br />assessments. She noted the assessments cannot total more th <br />property. She stated the situation has occurred in the past where <br />it could not charge the full amount of the assessments. He explained the reason there were only four signatures on the recent petition was <br />because he had been requesting signatures during the Memorial Day holiday and had only been able <br />to contact four of the residents. He noted one resident had declined to sign the petition and this <br />individual was present this evening. He stated he had not been concerned by this, however, because it <br />was his understanding that only 25 percent of the benefited property owners needed to sign the <br />petition. He did not believe the other remaining residents were opposed to the petition, rather he had <br />simply not been able to contact them. <br />Mr. Rehbein noted the southern portion of 580 Marshan Lane is shown on the assessment roll with an <br />area of 1.66 acres.
