COUNCIL MINUTES SEPTEMBER 23, 2002 <br />Tony Winiecki, URS Corporation, stated they did a traffic analysis for the Spirit Hills Commercial <br />Development to determine impacts on three intersections, Hodson Road at Birch Street, County Road <br />10 at Ware Road, and the future intersection of Hodson Road at Ware Road. He presented a copy of a <br />memorandum which detailed the results of that study. <br />Mr. Winiecki stated it was discussed at a work session to analyze the impacts should a traffic signal <br />be installed at Birch Street. He stated the draft report was prepared for the September 4, 2002 <br />meeting and the biggest impact will be at County Road 49 and County Road 10 should a signal be <br />installed there. <br />Mr. Winiecki presented the findings and summary of scenario analysis results (Table 2 of the traffic <br />analysis), noting a.m. and p.m. peak hour intersection performance under existing conditions, existing <br />volumes with a southbound turn lane and signal at County Roa 9 and 10, post development <br />conditions, and post development volumes with a southbound e and signal at County Roads <br />49 and 10. <br />Mr. Winiecki noted there would be a significant improvem <br />With or without development, the biggest positive impac <br />turn lanes. He noted the new development and schools have been <br />built which took land away from him. He stated he hates to see Birch Street and County Road 49 <br />widened but that is the right decision. He noted that he will lose his business if Birch Street is <br />widened and that is not easy for him but if he is willing to give up his business, he does not <br />understand why the Council is not able to make this decision. He stated County Road 49 needs to be <br />repaired whether people like it or not. He stated it is the same with Birch Street and if something is <br />not done, a busload of kids will get killed out there. He urged the Council to quit horsing around. <br />Mr. Dunn stated he wanted to clarify his position on this particular item. He stated it does represent <br />what he is striving for, safety of the community.
