COUNCIL MINUTES OCTOBER 28, 2002 <br />• Councilmember Reinert moved to adopt Resolution No. 02-163, Approving Stormwater Maintenance <br />Agreement with Emergency Apparatus Maintenance. Councilmember Dahl seconded the motion. <br />Motion carried unanimously. <br />Resolution No. 02-163 can be found in the City Clerk's office. <br />Authorize Execution of Agreement with LMC to participate in the NPDES Phase II Guide Plan <br />Development, Michael Grochala — Community Development Director Grochala requested <br />authorization to execute an agreement with the League of Minnesota Cities (LMC) and 73 other local <br />governmental units in the National Pollutant Discharge Elimination System (NPDES) Phase II Guide <br />Plan Development. He explained this would assist cities to implement their NPDES requirement <br />which is due by March 10, 2003. He stated the cost would be funded by the Water Surface <br />Management Fund. <br />Councilmember Reinert asked what the on-going cost is long tert b ommunity Development <br />Director Grochala stated it is anticipated there will be additional on-going costs and this will be good <br />for five years. Most costs will be development borne but the maintenance issues that will be required <br />could be a City cost. <br />Councilmember Carlson moved to authorize execution of agreement with the League of Minnesota <br />Cities to participate in NPDES Phase II Guide Plan Deve=lopment. Councilmember Dahl seconded <br />• the motion. <br />• <br />Motion carried unanimously. <br />UNFINISHED BUSINESS <br />Consideration of September2002 Council Minutes — Mayor Bergeson asked if there were any <br />corrections to the October 9, 2, Council meeting minutes. <br />Councilmember Carlson moved to approve the September 9, 2002 Council Minutes as presented. <br />Councilmember Dahl seconded the motion. <br />Motion carried unanimously. <br />Consideration of October 2, 2002 Special Work Session Minutes — Mayor Bergeson asked if there <br />were any corrections to the October 2, 2002 Special Work Session minutes. <br />Councilmember Carlson requested the following corrections: <br />Page 2, first paragraph: "A current estimate of 800-100 acres is more realistic. City Council <br />indicated that would increase our Residential Growth Management difficulties." <br />37 <br />
