• <br />• <br />COUNCIL MINUTES <br />OCTOBER 28, 2002 <br />Consideration of Second Reading of Ordinance No. 11-02, Cable Franchise, Linda Waite Smith <br />— City Administrator Waite Smith advised that the North Metro Telecommunication Commission has <br />renegotiated a 15 -year cable television franchise on behalf of its seven member cities with AT&T <br />Broadband. As this franchise agreement is an ordinance, it will require a public hearing and two <br />readings. Staff recommends holding the second reading and adoption of Ordinance No. 11-02. <br />Councilmember Carlson moved to approve SECOND READING and adopt Ordinance No. 11-02, <br />Cable Franchise. Councilmember Reinert seconded the motion. <br />Councilmember Carlson voted yea. Councilmember Dahl voted yea. Councilmember O'Donnell <br />voted yea. Councilmember Reinert voted yea. Mayor Bergeson voted yea. <br />Motion carried unanimously. <br />Ordinance No. 11-02 can be found in the City Clerk's office. <br />Public Hearing and First Reading of Ordinance No. 13-02 , nriding the Liquor Code, Section <br />700, Ann Blair — City Clerk Blair advised that the Council hadiscussed making changes to the <br />Liquor Code during work sessions and reviewed draft documents outlining the proposed changes. <br />She noted the draft ordinance reflecting the changes ori hih the Council has reached some <br />consensus for incorporation into the City Code. C��Clerk Blair stated she has talked with or left <br />messages with current liquor license holders. She review ed the substantive changes as follows: 1) <br />allowing on -sale liquor establishments to begin serving alcohol at 10:00 a.m. on Sundays; and 2) <br />providing additional grounds for revocation deritalor suspension of licenses. Some additional <br />language changes represent clean-up item <br />Mayor Bergeson opened the public hea <br />No one appeared to address this item. <br />Councilmember Reinert moved to close the public hearing at 7:28 p.m. Councilmember Dahl <br />seconded the motion. <br />Motion carried unanimously. <br />8 p.m. <br />Councilmember Dahl moved to approve FIRST READING of Ordinance No. 13-02, Amending the <br />Lino Lakes Liquor Code Section 700. Councilmember O'Donnell seconded the motion. <br />Councilmember Dahl voted yea. Councilmember O'Donnell voted yea. Councilmember Reinert <br />voted yea. Councilmember Carlson voted yea.
