The plan is flexible and can be <br />changed if the legislature takes action that will affect the plan. <br />• <br />• <br />City Administrator Waite Smith inquired about the process of amending the plan. <br />Finance Director Rolek advised the plan is meant to be revised every year. If it has to be revised due <br />to drastic action by the legislature the plan can be amended by resolution approved by the Council. <br />Councilmember Carlson stated she has no problem with going to a vote this evening but she did not <br />want the plan to not pass. She stated she would withdraw her motion if the Council wishes to vote on <br />the plan this evening. <br />Acting Mayor Reinert stated he believes the plan will pass this evening so the motion should be <br />withdrawn. <br />Councilmember Dahl stated she does have concerns about what the City should bond for. She stated <br />she understands the plan will be revised every year but she is willing to table it. She advised she <br />really would like to see a 5-0 vote on the plan. <br />Finance Director Rolek stated the primary consideration for the Council is to have a plan that <br />represents their foresight for the next five years. If the Council is not comfortable with a vote, a vote <br />should not be taken this evening. However, there will not be any changes within the next few months <br />that will alter the proposed plan. <br />Councilmember Dahl inquired about what will happen if there is a 2-2 vote for tabling the plan. City <br />Attorney Sullivan stated the motion would fail. Then the Council would have to make another <br />motion or have more discussion. <br />Motion passed with Councilmember O'Donnell voting no. <br />ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />Consider Resolution No. 02 —182, Designating Volunteer Coordinator for City History Project, <br />Linda Waite Smith — City Administrator Waite Smith advised the Lino Lakes City Council has <br />wanted to collect and organize information about the City's history before documentation is lost and <br />memories of long-time residents can no longer be captured. The City requested assistance from the <br />community and one of the respondents was Ms. Betsy Friesen. Ms. Friesen is a twenty-one year <br />resident of Lino Lakes. She is also a librarian and historian. <br />Because of her interest and qualifications, staff is recommending the City Council designate Ms. <br />Friesen, through Resolution 01-182, Volunteer Coordinator of the Lino Lakes History Project. <br />11 <br />
