• <br />• <br />APPROVED COUNCIL MINUTES DECEMBER 16, 2002 <br />Off-street Parking. <br />The standards for calculating the off-street parking requirements for the proposed uses are outlined in <br />Section 3, Subdivision 5 of the City Code. <br />Use <br />Ratio <br />Requirement <br />Full Service <br />Carwash <br />Spaces equal to five times the capacity of <br />the operation plus one space for each <br />employee (capacity of 6 vehicles with 6 <br />employees*) <br />36 <br />Self Service <br />Carwash <br />Spaces equal to five times the capacity of <br />the operation plus one space for each <br />employee (capacity of 2 vehicles with no <br />employees*) <br />10 <br />Oil/lube facility <br />2 spaces per service bay <br />4 <br />Total <br />50 <br />* Per information provided by the applicant <br />The Ordinance does not indicate whether or not stacking spaces may be counted toward fulfilling this <br />requirement. While the need for drying and employee stalls is obvious, it is believed that excluding <br />stacking space from the off-street parking requirement for the carwash would result in an excessive <br />off-street parking supply. Therefore, stacking spaces are considered acceptable off-street parking <br />spaces. <br />Including exterior stacking spaces, a total of 56 spaces are provided on site, exceeding that required <br />by Ordinance. <br />In accordance with applicable State requirements, two handicap stalls have been provided. <br />At 18 feet in depth and 9 feet in width, all off-street parking stalls have been found to meet the <br />minimum dimensional requirements of Section 3, Subd. 5 of the Ordinance. <br />In regard to vehicular stacking space, the Ordinance states that stacking space associated with <br />carwashes should accommodate the number of vehicles that can be washed during a maximum thirty - <br />minute period and shall be subject to comment by the City Engineer. <br />According to the applicant, it is anticipated that the full service carwash can accommodate 30 vehicles <br />in a half hour period. As shown on the submitted site plan, four stacking lanes have been provided <br />for the full serve carwash accommodating a total of 30 vehicles. <br />19 <br />
