The standards for calculating the off-street parking requirements for the proposed uses are outlined in Section 3, Subdivision 5 of the City Code. Use Ratio Requirement Full Service Carwash Spaces equal to five times the capacity of the operation plus one space for each employee (capacity of 6 vehicles with 6 employees*) 36 Self Service Carwash Spaces equal to five times the capacity of the operation plus one space for each employee (capacity of 2 vehicles with no employees*) 10 Oil/lube facility 2 spaces per service bay 4 Total 50 * Per information provided by the applicant The Ordinance does not indicate whether or not stacking spaces may be counted toward fulfilling this requirement. While the need for drying and employee stalls is obvious, it is believed that excluding stacking space from the off-street parking requirement for the carwash would result in an excessive off-street parking supply. Therefore, stacking spaces are considered acceptable off-street parking spaces. Including exterior stacking spaces, a total of 56 spaces are provided on site, exceeding that required by Ordinance. In accordance with applicable State requirements, two handicap stalls have been provided. At 18 feet in depth and 9 feet in width, all off-street parking stalls have been found to meet the minimum dimensional requirements of Section 3, Subd. 5 of the Ordinance. In regard to vehicular stacking space, the Ordinance states that stacking space associated with carwashes should accommodate the number of vehicles that can be washed during a maximum thirty - minute period and shall be subject to comment by the City Engineer. According to the applicant, it is anticipated that the full service carwash can accommodate 30 vehicles in a half hour period. As shown on the submitted site plan, four stacking lanes have been provided for the full serve carwash accommodating a total of 30 vehicles. 19
