• • APPROVED COUNCIL MINUTES DECEMBER 16, 2002 According to the Ordinance, the source of lights should be hooded and controlled so as not to illuminate adjacent properties or public rights-of-way. More specifically, low -impact, downward - focused, low spill, low intensity fixtures should be used. Utilities. A utility plan has been submitted for review by the City Engineer. As a condition of site and building plan approval, the utility related modifications and comments as set forth in the City Engineer's memo should to be incorporated into the plans. Grading and Drainage. A grading and drainage plan has been submitted for review by the City Engineer. One noteworthy concern related to drainage involves the handling of wastewater from the self -serve carwash. Of particular concern at the Planning and Zoning Board meeting was the potential "dragging" of water toward the site's egress point (on Lake Drive) in the winter months and the potential for the creation of an ice slick. To address such concern, the applicant has proposed a 20 foot heated apron at the self-service carwash exit. As a condition of site and building plan approval, the grading and drainage related modifications and comments as set forth in the TKDA letter dated 11/5/02 should be incorporated into the plans. As an additional condition of approval, the applicant should secure a utility easement from the school district to allow the proposed sewer pipe to overlay school district property. Such easement should be secured prior to building permit issuance. CEPTED Review. The primary issues of the CEPTED review regard traffic flow through the development. The development has been redesigned to address these issues. Environmental Issues. The Environmental Board reviewed the request at their October 30, 2002 meeting and recommended approval. Their comments are attached to this report. Rice Creek Watershed District Review. The Rice Creek Watershed District (RCWD) has determined that the proposed development will not require a Watershed District Permit as the impervious surface coverage on the property does not exceed one acre. Development Agreement: Prior to the commencement of any site work, the applicant will be required to enter into a development agreement with the City and post all the necessary securities required by it. Conditional Use Permit As previously indicated, the applicant is requesting approval of a conditional use permit to allow a carwash within an I-1, Light Industrial zoning District (both drive-through and self-service carwashes are listed as conditional uses). 21
