• <br />• <br />APPROVED COUNCIL MINUTES DECEMBER 16, 2002 <br />According to the Ordinance, the source of lights should be hooded and controlled so as not to <br />illuminate adjacent properties or public rights-of-way. More specifically, low -impact, downward - <br />focused, low spill, low intensity fixtures should be used. <br />Utilities. A utility plan has been submitted for review by the City Engineer. As a condition of site <br />and building plan approval, the utility related modifications and comments as set forth in the City <br />Engineer's memo should to be incorporated into the plans. <br />Grading and Drainage. A grading and drainage plan has been submitted for review by the City <br />Engineer. <br />One noteworthy concern related to drainage involves the handling of wastewater from the self -serve <br />carwash. Of particular concern at the Planning and Zoning Board meeting was the potential <br />"dragging" of water toward the site's egress point (on Lake Drive) in the winter months and the <br />potential for the creation of an ice slick. To address such concern, the applicant has proposed a 20 <br />foot heated apron at the self-service carwash exit. <br />As a condition of site and building plan approval, the grading and drainage related modifications and <br />comments as set forth in the TKDA letter dated 11/5/02 should be incorporated into the plans. <br />As an additional condition of approval, the applicant should secure a utility easement from the school <br />district to allow the proposed sewer pipe to overlay school district property. Such easement should be <br />secured prior to building permit issuance. <br />CEPTED Review. The primary issues of the CEPTED review regard traffic flow through the <br />development. The development has been redesigned to address these issues. <br />Environmental Issues. The Environmental Board reviewed the request at their October 30, 2002 <br />meeting and recommended approval. Their comments are attached to this report. <br />Rice Creek Watershed District Review. The Rice Creek Watershed District (RCWD) has <br />determined that the proposed development will not require a Watershed District Permit as the <br />impervious surface coverage on the property does not exceed one acre. <br />Development Agreement: Prior to the commencement of any site work, the applicant will be <br />required to enter into a development agreement with the City and post all the necessary securities <br />required by it. <br />Conditional Use Permit <br />As previously indicated, the applicant is requesting approval of a conditional use permit to allow a <br />carwash within an I-1, Light Industrial zoning District (both drive-through and self-service carwashes <br />are listed as conditional uses). <br />21 <br />
