• <br />APPROVED COUNCIL MINUTES DECEMBER 16, 2002 <br />The applicant came forward and advised he would like to keep as much plantings as possible on his <br />property. If necessary plantings could be placed on the school district property or plantings could be <br />placed on a combination of both properties. <br />Councilmember Carlson moved to adopt Resolution No. 02 —174, with the added condition that the <br />applicant shall provide a buffer strip of plantings as stated by Community Development Director <br />Grochala. Councilmember Dahl seconded the motion. Motion carried unanimously. <br />Resolution No. 02 — 174 can be found in the City Clerk's office. <br />Consideration of Resolution No. 02 —190, Approving Change Order No. 1 and Pay Request No. <br />1, Twilight Acres Utility Improvements, Jim Studenski — City Engineer Studenski advised at the <br />September 10, 2001, meeting the City Council received the bids for the referenced project. The low <br />bid was received from Volk Sewer and Water, Inc. in the amount of $257,373.50. Since that time the <br />City has had to obtain the well variances from the residents. Not all the residents were cooperative <br />and changes had to be made to the plan design. The Minnesota Department of Health also required <br />additional changes related to the locations of the existing wells. <br />City staff has continued to move forward with the project due to the failing septic system issues that <br />initiated this project, including receiving CDBG Funding and the costs already incurred by the city to <br />this point. <br />• The Change Order addresses the change in quantities and bid items associated with the well variances <br />and Minnesota Department of Health. <br />It is staff's recommendation to approve Change Order No. 1, which results in a total project cost <br />increase of $33,108.90 and authorizes Payment No. 1 of $90,123.03. <br />Councilmember O'Donnell moved to adopt Resolution No. 02 —190, as presented. Councilmember <br />Dahl seconded the motion. Motion carried unanimously. <br />Resolution No. 02 —190 can be found in the City Clerk's office. <br />Consideration of Resolution No. 02 —191, Awarding Contract Pond and Ditch Cleaning, Jim <br />Studenski — City Engineer Studenski advised quotes were received and publicly opened on December <br />10, 2002. The results of the quotes are presented below.
