• <br />• <br />CITY COUNCIL WORK SESSION FEBRUARY 5, 2003 <br />APPROVED <br />Mayor Bergeson inquired about the timing of the EAW response. City Planner Smyser <br />advised it is anticipated that the response document will be completed within the next 30 <br />days. <br />Councilmember O'Donnell stated he thought the EAW was to collect facts to determine <br />if an EIS is necessary. He also asked if the application for the project has been submitted. <br />City Planner Smyser advised the sole purpose of the EAW is to determine if an EIS is <br />necessary. The City does not yet have a submitted application for the project. The City <br />could move forward with an EIS before the application is formally submitted. The City <br />does have a lot of information on the project. The Church decided to do an EAW before <br />moving forward. Staff will address as many impacts as possible with the response <br />document. <br />Councilmember Carlson stated she assumes staff is taking a broad view of the <br />environmental and the issues. She stated she is very uncomfortable about not having a <br />submitted application due to legal concerns. <br />City Planner Smyser stated the City will have to make a decision on whether or not an <br />EIS is necessary in a timely manner. An EAW addresses what the developer proposes. If <br />the plans include anything else the EAW is void and another has to be completed. <br />A resident present stated there is no paranoia about future building because the proposed <br />plan enough to deal with. At the first neighborhood meeting some plans were withdrawn <br />because of negative comments. The project has a huge impact and that is what is being <br />talked about. The church presented clearly indicates there will be future expansion. <br />Councilmember Carlson requested copies of all of the comments received by staff. <br />CABLE TV FACILITY, DAN TESCH <br />Administration Director Tesch advised the joint powers agreement for the Cable <br />Commission will be on the Monday night agenda. He asked if there are any questions <br />before a vote is taken on that issue. <br />Administration Director Tesch noted all member cities have to agree on the joint powers <br />agreement.
