COUNCIL MINUTES FEBRUARY 10, 2003 <br />APPROVED <br />•1 Consideration of Anoka County Agreement for Residential Recycling Program for 2003, Marty <br />2 Asleson — Community Development Director Grochala explained Lino Lakes receives SCORES <br />3 funds each year from Anoka County. He stated the funds for 2002 are $37,453.60, and are the <br />4 primary source of the Lino Lakes recycling budget. He indicated the Anoka County Agreement <br />5 provides for the cooperative effort between Anoka County and the City of Lino Lakes. <br />6 <br />7 Councilmember O'Donnell moved to adopt Resolution No. 03-24 approving the Anoka County <br />8 Agreement for Residential Recycling Program for 2003. Councilmember Reinert seconded the <br />9 motion. <br />10 <br />11 Motion carried unanimously. <br />12 <br />13 Resolution 03-24 can be found in the City Clerk's office. <br />14 <br />15 Consideration of Resolution No. 03-20, Receive petition and Authorize a Feasibility Report for <br />16 Lois Lane Utility Improvements, James Studenski — City Engineer Studenski advised that the City <br />17 has received a petition from residents and property owners on Lois Lane, west of Highland Meadows <br />18 West and north of Country Lane, for preparation of a report on sanitary sewer and water service. A <br />19 copy of the petition is in Council's packet, as well as a map showing the parcels. He stated sanitary <br />20 sewer and water main are currently existing at the east end of these lots from the Highland Meadows <br />21 West subdivision. <br />22 <br />23 City Engineer Studenski explained that when the City has received utility petitions from <br />di24 neighborhoods in the past, the first step has been to hold a neighborhood meeting before any formal <br />25 study is prepared. He indicated that at the neighborhood meeting, they discuss the public <br />26 improvement process, the City Charter, the location of existing utilities and an overview of the <br />27 construction process. Typically, the study would follow the neighborhood meeting. He stated that <br />28 the study will address, on a preliminary basis, design, cost, assessment, schedule, and other issues as <br />29 they relate to providing City utility service to this area. <br />30 <br />31 City Engineer Studenski indicated Staff recommends to receive the recommendation and authorize a <br />32 feasibility report for Lois Lane Utility Improvements. <br />33 <br />34 Councilmember Reinert moved to adopt Resolution No. 03-20, Receive Petition and Authorize a <br />35 Feasibility Report for Lois Lane Utility Improvements. Councilmember Carlson seconded the <br />36 motion. <br />37 <br />38 Motion carried unanimously. <br />39 <br />40 Resolution No. 03-20 can be found in the City Clerk's office. <br />41 <br />42 UNFINISHED BUSINESS <br />43 <br />44 There was no unfinished business to consider. <br />45 <br />46 NEW BUSINESS <br />•47 <br />48 There was no new business to consider. <br />23 <br />
