Per the City's Comprehensive Plan, the parcels are within the IA: 2008-2015 utility
staging area. The watermain and sanitary sewer systems have capacity to
accommodate development along this stretch of Lake Drive.
5. Traffic generation by the proposed use is within capabilities of streets serving the
property.
Lake Drive/CSAH 23 is a minor arterial road. Traffic generation would not be
increased or decreased by the proposed rezoning.
Additional Comments
• It is important to remember that rezoning a parcel to R, Rural to allow for the
keeping of farm animals also means the property may be used for all permitted
uses and approved conditional uses such as agriculture and commercial stables
and kennels. This isn't just an issue about allowing for horses, goats and chickens.
It also entails all aspects of rural zoning rights.
• The City currently has over 8,000 acres of property zoned R, Rural or R-X, Rural
Executive which allows for the keeping of farm animals.
RECOMMENDATION
Staff does not recommend approval of the rezoning from R-1, Single Family Residential
to R, Rural based on the findings noted above.
ATTACHMENTS
1.
Site Location Map
2.
Aerial Map
3.
Zoning Map
4.
Future Land Use Map
5.
Applicant Narrative
6.
Resident Comments
Co
