for their chickens, goats and horses which are defined as farm animals. Per the zoning <br />ordinance, farm animals are only allowed on properties zoned R, Rural. These parcels <br />are zoned R- 1, Single Family Residential which does not allow for farm animals. <br />The applicant submitted a narrative and it is included as Attachment 5. It notes the <br />applicant contacted the Police Department in March 2013 and were told their property <br />was zoned R, Rural and farm animals were allowed. Staff followed up with the Police <br />Department and there is no record of the zoning discussion. Even if there had been a <br />misunderstanding of information, the zoning map clearly shows the parcels zoned as R-1, <br />Single Family Residential and farm animals are not allowed. <br />The narrative refers to the Existing Land Use map on page 3-9 of the Comprehensive <br />Plan which shows their property as rural residential. While this is true, the Existing Land <br />Use Map is not a Zoning Map. <br />Finally, the narrative refers to the definition of residential property. Per the Zoning <br />Ordinance: <br />SECTION 6. RESIDENTIAL DISTRICTS <br />Subd. 1. R- 1, Single Family Residential District. <br />A. Purpose. This district is intended to provide a residential atmosphere for those <br />persons desiring a single family neighborhood with a suburban density. This district is <br />intended for development of single family detached homes on lots served with public <br />sanitary sewer and water. Land to be zoned R-1 shall be served with public sanitary <br />sewer and water; shall be in a Low Density Residential land use category according to <br />the comprehensive plan; and development density shall be consistent with that land use <br />category. <br />A purpose statement is not a definition. R-1, Single Family Residential parcels are <br />intended to be served by sewer and water but that does not mean they all are. There are <br />several R-1 parcels in the City not connected to sewer and water and there are several <br />parcels zoned R, Rural that are connected to sewer and water. The portion of sentence <br />that states "...Land to be zoned R-1 shall be served with public sanitary sewer and <br />water,-... " means any future rezoning to R- 1, Single Family Residential would require <br />connection to sewer and water. <br />For comparison, the purpose statement of the R, Rural District states: <br />SECTIONS.
