COUNCIL MINUTES APRIL 28, 2003 <br />APPROVED <br />49 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />•50 <br />51 A. Consider First Reading of Ordinance No. 13-03, Approving Clerk/ Treasurer Charter <br />52 Language Amendments, Bob Bening <br />53 <br />54 Mr. Bening, member of the Charter Commission, stated they have been working for a year and a half <br />55 on separating the Clerk and Treasurer terms and functions. He indicated they developed what they <br />56 believe will work, and it was passed by the Charter Commission. In order to take effect, it has to be <br />57 approved by the City Council, in the form of an ordinance, which is before the Council now. He <br />58 indicated there had been an error in the packet information, but that has been corrected and the new <br />59 one is before them tonight. <br />60 <br />61 Councilmember Dahl moved to approve FIRST READING of Ordinance No. 13-03 amending City <br />62 Charter to reflect City "Clerk/Treasurer" language changes. Seconded by Councilmember Carlson. <br />63 <br />64 Councilmember Dahl indicated she would like to thank Mr. Bening, Mike Trehus and the Charter <br />65 Commission for the work they have done. She stated she is on the Charter Commission, and they <br />66 only meet about four times a year, but the work they have done on this is above and beyond the call <br />67 of duty. <br />68 <br />69 Councilmember Carlson added her thanks to the Charter Commission. <br />70 <br />71 Motion carried. Councilmember Dahl voted yea. Councilmember Carlson voted yea. <br />•72 Councilmember O'Donnell voted yea. Councilmember Reinert voted yea. Mayor Bergeson voted <br />73 yea. <br />74 <br />75 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />76 <br />77 A. Proclamation Declaring week of May 11-17, 2003 "Police Week", Dave Pecchia <br />78 <br />79 Public Safety Department Director Pecchia indicated May 11-17 would be Police Week, and asked <br />80 everyone to remember Peace Officers Memorial Day to recognize the efforts of the community <br />81 servants who work to make the community better and safer. <br />82 <br />83 Councilmember O'Donnell moved to approve the proclamation declaring May 11-17 Police Week. <br />84 Councilmember Dahl seconded the motion. <br />85 <br />86 Councilmember Carlson asked that the proclamation be posted on the website since it was not read <br />87 for the public and those at home. <br />88 <br />89 Motion carried unanimously. <br />90 <br />91 B. Consideration of Quad Cities Police Proposal <br />92 i) Decide whether to participate in further exploration <br />93 <br />94 City Administrator Waite Smith summarized the staff report. She added that in the Council packets is <br />•95 a draft of the issues the City Council felt needed to be addressed before further exploration would <br />96 lead to action, based on discussions at the previous work session. <br />2 <br />
