Consideration of Resolution No. 03-160, Declaring Costs to be Assessed and 746 Ordering Preparation of Proposed Assessment 747 748 City Engineer Studenski summarized the Staff report, recommending approval. 749 750 Councilmember Carlson questioned item three, which says `...without regard to cash valuation, as 751 provided by law.' 752 753 City Attorney Hawkins offered that in the State law it says you cannot assess based on the value of 754 the property you are assessing. He indicated that language does not pertain to the assessment or the W55 market value increase realized as a result of the assessment. 16
