Consideration of Resolution No. 03-160, Declaring Costs to be Assessed and <br />746 Ordering Preparation of Proposed Assessment <br />747 <br />748 City Engineer Studenski summarized the Staff report, recommending approval. <br />749 <br />750 Councilmember Carlson questioned item three, which says `...without regard to cash valuation, as <br />751 provided by law.' <br />752 <br />753 City Attorney Hawkins offered that in the State law it says you cannot assess based on the value of <br />754 the property you are assessing. He indicated that language does not pertain to the assessment or the <br />W55 market value increase realized as a result of the assessment. <br />16 <br />
