CITY COUNCIL WORK SESSION NOVEMBER 5, 2003 <br />APPROVED <br />• 2 <br />3 CITY OF LINO LAKES <br />4 MINUTES <br />5 <br />6 <br />7 <br />8 DATE : November 5, 2003 <br />9 TIME STARTED : 5:36 p.m. <br />10 TIME ENDED : 8:15 p.m. <br />11 MEMBERS PRESENT : Councilmember Carlson, Dahl, Reinert, <br />12 O'Donnell and Mayor Bergeson <br />13 MEMBERS ABSENT : None <br />14 <br />15 Staff members present: Acting City Administrator/Administration Director, Dan Tesch; <br />16 Community Development Director, Michael Grochala (part); City Engineer, Jim <br />17 Studenski (part); Economic Development Assistant, Mary Alice Divine (part); <br />18 Environmental Specialist, Marty Asleson (part); Chief of Police, Dave Pecchia (part); and <br />19 City Clerk, Ann Blair (part) <br />20 <br />21 <br />22 LEGACY AT WOODS EDGE (VILLAGE) DEVELOPMENT <br />23 <br />24 Environmental Assessment Worksheet — Community Development Director Grochala <br />25 advised the City is ready for distribution of the Environmental Assessment Worksheet <br />26 (EAW). The Environmental Board will be reviewing the EAW tomorrow evening. <br />27 Council will have their comments prior to the Council meeting on Monday. <br />28 <br />29 Mr. Bob Moberg advised that if the Council chooses to distribute the EAW, it would go <br />30 to publication on November 29. The thirty -day comment period would also begin on <br />31 November 29. <br />32 <br />33 Community Development Director Grochala stated surface water management and traffic <br />34 are the most significant issues. A traffic model is being developed and will be discussed <br />35 with MnDOT and Anoka County. <br />36 <br />37 Community Development Director Grochala referred to the latest site layout plan noting <br />38 the types of uses in the plan. The plan does include senior housing, office and retail <br />39 shops and a YMCA. The traffic on Lake Drive is an issue because of the development. <br />40 <br />41 Mr. Moberg referred to a drawing that outlined the proposed improvements to Lake <br />42 Drive. The drawing is not in the EAW, but will go out to the various agencies when the <br />43 EAW is approved for distribution. <br />44 <br />45 Community Development Director Grochala reviewed the proposed improvements to <br />46 Lake Drive noting that eventually the bridge will have to be widened. <br />47 <br />• <br />
