Consider Adopting City Council Ethical Guidelines Policy, Jeff O'Donnell
77
78 Councilmember O'Donnell advised that this past July the topic of Ethical Guidelines was brought to a
79 work session. The idea was discussed to put together ethical guidelines for this and future City
80 Councils, outlining the expectations for acting and interacting with each other, Staff, and the residents
81 of Lino Lakes. He stated that as citizens and Councilmembers they are asked to uphold laws, and
82 these guidelines are in no way meant to supercede or counteract any laws they have vowed to uphold
83 in their oath of office. He indicated they are simply guidelines to guide how they act in their civic
84 duty. He stated they held many meetings on the subject, and he thanked the other Councilmembers
85 for their time in discussing this. He noted the City Attorney, as well as Duke Addicks, the attorney
86 for the League of MN Cities, have reviewed the guidelines and indicated the Council is free to adopt
87 the guidelines if they so choose. He stated the Council now needs to decide if they want to adopt
88 these ethical guidelines to help in how they interact in the course of their work.
89
90 Councilmember O'Donnell read the guidelines at the request of Councilmember Carlson. He noted
91 that at the last work session Mayor Bergeson had suggested a change to the `Remedies' section,
92 noting the third sentence would say `If inappropriate behavior is reported, the City Council may
93 appoint one of its members to investigate the allegations and provide a written report of conclusions
94 at a Council work session.'
41195
2
