COUNCIL MINUTES DECEMBER 15, 2003 <br />APPROVED <br />227 City Engineer Studenski summarized the Staff report, indicating Staff recommends approval. He <br />W228 stated that as with the Elm Street project, this project is done for the season and will be completed in <br />29 early 2004. <br />230 <br />231 Councilmember O'Donnell moved to adopt Resolution No. 03-229, approving Change Order No. 1 <br />232 and Payment Request No. 2R for the 21st Avenue Street and Storm Sewer Improvements project. <br />233 Councilmember Dahl seconded the motion. <br />234 <br />235 Motion carried unanimously. <br />236 <br />237 Resolution No. 03-229 can be found in the City Clerk's office. <br />238 <br />239 UNFINISHED BUSINESS <br />240 <br />241 A. Approval of the December 10, 2003 Council Work Session Minutes <br />252 <br />253 Councilmember Carlson stated there was an issue on the December 3, 2003 minutes, as they say the <br />254 meeting adjourned at 7:25 p.m. to conduct interviews, which is true, but the open meeting continued <br />255 until 11:00. She indicated they remained in the room to conduct interviews, and there were members <br />256 of the public and Staff there. After the interviews there was continued discussion on candidates and <br />257 then on City Council guidelines, but none of that is included in the minutes. <br />258 <br />259 Councilmember Reinert agreed it would be appropriate to reflect that they continued the meeting <br />260 longer and the topics discussed. <br />261 <br />262 City Clerk Blair stated it would be appropriate to at least have a few sentences, but questioned who <br />263 the appropriate party to draft this would be.
