Mayor Bergeson urged Councilmembers to attend if possible. The
conference starts on Friday at 3:00 p.m. and concludes by noon on Saturday.

Council directed staff to register the entire Council for the League of Minnesota Cities
Conference in February.

HUGO SANITARY SEWER EXTENSION, TOM LACASSE AND MICHAEL
GROCHALA
.
Community Development Director Grochala stated Mr. Tom LaCasse owns a parcel of
property adjacent to Clearwater Creek. He referred to a map and pointed out the property
location. Mr. LaCasse would like water and sewer run to his property. The property is
within the MUSA in the City of Hugo. However, it will be quite some time before the
City of Hugo will service this property. The City of Hugo is interested in a joint powers
agreement with the City of Lino Lakes to service the two lots. It does appear the City of
Lino Lakes can service the property. Lino Lakes has provided sanitary sewer service to
properties outside the City in the past. Staff does not have issues with providing the
service if the property owners pay for the costs associated with the service.

Community Development Director Grochala advised that the Metropolitan Council had a
public hearing in Hugo to discuss future improvements to the system in Hugo, Forest
Lake, Centerville and parts of Lino Lakes. There is a problem with the system due to
groundwater getting into the system. Staff would have to confirm the status of the system
