He stated the purpose of the meeting <br />was to discuss general city operations. <br />City Administrator Heitke stated his present focus is to engage the Councilmembers and <br />appropriate staff in a goal setting session in order for him to have a clear idea of the <br />Council's priorities and expectations of the City Administrator position, and to allow him <br />to provide proper direction to staff in order for them to meet the Council's needs and <br />expectations for staff support. <br />City Administrator Heitke referred to the just -completed LMC Leadership Conference <br />and spoke of the benefits of a high performing Council and staff. He spoke of the <br />positive impact that the understanding of the principles and concepts presented during the <br />conference has had in the operations of another city council for whom he has worked. <br />City Administrator Heitke spoke of the differing values that go into a councilmember's <br />decision and the need to understand and manage sometimes conflicting values. He also <br />contrasted the differing roles and perspectives of the Council, staff and the City <br />Administrator, which is essential for a highly effective governing body. The importance <br />of developing goals and guidelines, undergoing team building, and partnering with staff <br />was referenced as a means of making the Council's and staffs' jobs easier and more <br />effective. <br />The Council discussed the last goal setting session and agreed to engage in a team - <br />building process as an initial step in formulating council goals. The role of staff in goal <br />setting was discussed. The staff will be present for a portion of the session to provide <br />
