Consider Annual EDA Appointments <br />• 98 <br />99 Director of Administration Tesch summarized the Staff report, indicating Staff recommends approval <br />100 of the recommendations. <br />101 <br />102 Councilmember Carlson noted a clarification. She stated when she read the minutes where the EDA <br />103 appointments were discussed it says she clarified one term would be two years rather than three years. <br />104 She asked if when the motion is made it could say short-term rather than specifying one or two years <br />105 until the length of the term can be verified. <br />106 <br />107 Councilmember Dahl moved to approve the Economic Development Authority Advisory Board <br />108 Appointments as recommended in the Staff report. Consider Conditional Offer of Employment to Shane Quinn for the Position of CSO <br />113 <br />114 Director of Administration Tesch summarized the Staff report, noting the offer would be conditioned <br />115 upon successful completion of a background check. <br />116 <br />117 Councilmember Reinert moved to direct Staff to make a conditional offer of employment to Mr. <br />118 Shane Quinn. Councilmember Dahl seconded the motion. <br />119 <br />Aik120 Motion carried unanimously. <br />W21 <br />122 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />123 <br />124 A. 2003 Annual Report <br />125 <br />126 Police Chief Dave Pecchia indicated the report would be presented by Sergeant Steve Mortenson, <br />127 who is in his last two months of training. He thanked the City Council and the Staff of Lino Lakes <br />128 and the Police Department for help in putting together the report, and thanked the officers for keeping <br />129 the city safe. <br />130 <br />131 Sergeant Steve Mortenson indicated he would touch on the highlights of the report. He stated the <br />132 police department changed the way they divided the city during 2003, using three sections, and three <br />133 teams of officers. He indicated part of the purpose of team placing is to strategize policing tactics in <br />134 each area. He stated the change is working well, and provides opportunity for more one on one with <br />135 citizens in each section. He indicated the department also focused on volunteerism. He stated they <br />136 developed a new Public Safety Citizen Committee consisting of eleven residents, which provides a <br />137 formal structure for citizens and officers to provide feedback. He indicated they have a volunteer <br />138 program in which they put out a flyer soliciting citizen help and had response right away. The <br />139 volunteers help with administrative items, sorting items in the property room and inventorying <br />140 equipment. <br />141 <br />142 Sergeant Mortenson advised three officers helped teach D.A.R.E., personal safety and bike safety. He <br />143 stated they had 90 kids signed up for the bike safety class, which was a great success. He advised <br />�44 several officers trained on child passenger safety, after which a clinic was held to train parents on how <br />3 <br />
