• <br />• <br />• <br />CITY COUNCIL WORK SESSION JUNE 9, 2004 <br />APPROVED <br />1 Mayor Bergeson noted that completion of the YMCA was a key piece, and EDA Member <br />2 Juni commented that the fundraising stage of this project was almost completed. <br />3 Councilmember Carlson inquired as to when the groundbreaking was likely to take place, <br />4 and EDA Member Juni indicated that fall of 2004 or spring of 2005, at the latest, was the <br />5 current estimate. <br />6 <br />7 Councilmember Carlson inquired as to whether the Charter Commission should look at <br />8 the action plan at their upcoming meeting in July. She commented the report contained a <br />9 heavier financial emphasis than in previous year. <br />10 <br />11 EDA Member Juni indicated this was a proposal, and the group recognized that having a <br />12 project included in the plan was no guarantee of acceptance. Councilmember Reinert <br />13 concurred. Councilmember Carlson noted that silence can become acceptance, so felt <br />14 this was an appropriate time to voice concerns. <br />15 <br />16 Councilmember Carlson indicated she had some comments which applied to the entire <br />17 report; she had questions relating to different directions on financing, and who was <br />18 responsible for what in the process. For example, she noted that only the City can sell <br />19 City property, and this was not addressed. <br />20 <br />21 EDA Member Juni stated that the EDAC plan was intended to become the Council's plan <br />22 - the group worked on the plan for the benefit of the City Council, as a recommending <br />23 body. Economic Development Assistant Divine stated the plan was similar to an <br />24 advisory opinion, and was therefore a recommendation to the Council — tasks had been <br />25 assigned in an effort to facilitate the plan. <br />26 <br />27 Councilmember Stoltz felt the possible strategies proposed by the EDAC plan were a <br />28 good start, as a rudderless committee would lack a purpose. <br />29 <br />30 Councilmember Dahl acknowledged that the plan indicated it was a recommendation, but <br />31 also pointed out the action requested was for approval of the plan, which implied an <br />32 acceptance of the plan. She also felt the plan was more encompassing than in previous <br />33 years. <br />34 <br />35 The Council reviewed each enumerated project briefly. <br />36 EDA Member Juni indicated he would be available at the City Council meeting to answer <br />37 any additional questions. <br />38 <br />39 This item will appear on the regular Council agenda Monday, June 14, 2004, 6:30 p.m. <br />40 <br />41 CSAH 14 (MAIN STREET) IMPROVEMENT STUDY UPDATE, MICHAEL <br />42 GROCHALA <br />43 <br />44 Community Development Director Grochala updated the Council on the status of the <br />45 CSAH 14 (Main Street) planning process, noting that staff has been working with the <br />46 City of Centerville and Anoka County on Phase I of the study. Phase I focuses on <br />47 selecting a design concept for reconstruction of the roadway between 1-35W and 1-35E. <br />
