COUNCIL MINUTES January 10, 2005
APPROVED

•
D. APPROVAL OF MINUTES OF DECEMBER 20, 2004
CITY COUNCIL MEETING Approved

FINANCE DEPARTMENT REPORT, AL ROLEK

There was none.

ADMINISTRATION DEPARTMENT REPORT, DAN TESCH

A. First Meeting of the Year Appointments

Assistant City Administrator Tesch summarized the Staff report, noting that the YMCA Board
appointment was removed from the list for discussion at a work session.

Councilmember Stoltz asked if the City has accounts at each of the financial institutions listed, or if
designating them as the City's financial institution just gives the City more options.

Assistant City Administrator Tesch stated it gives the City more options.

Councilmember Carlson moved to approve the appointments as listed in the Staff report.
Councilmember Reinert seconded the motion.

City Administrator Heitke noted that in the past the City has had a representative on the YMCA
•73 Board, and the City Administrator was usually appointed to hold that position. He indicated he was
appointed to that Board, however he chose not to attend last year when he found out the extent of
financial dealings the City has with the YMCA. He advised he spoke with the City Attorney about
the matter, and he agreed it would be better for the City to not have someone on the YMCA Board
until such time as those financial dealings are complete.

Councilmember Stoltz asked if the City Board liaison positions and having more consistency between
boards will be discussed at a future work session.

Mayor Bergeson responded that the Council will continue that discussion at a work session.

Motion carried unanimously.

B. Consideration of Conditional Offer of Employment for Utility Maintenance Position

Assistant City Administrator Tesch summarized the Staff report, indicating Staff is recommending
approval of the conditional offer of employment for Jeff Frost.

Councilmember Carlson moved to approve the conditional offer of employment for the position of
pp
Utility Maintenance to Jeff Frost. Councilmember Dahl seconded the motion.

Motion carried unanimously.

•96 C. Approval of 2005 Council Meeting Schedule
