CITY COUNCIL WORK SESSION JANUARY 19, 2005 <br />APPROVED <br />1 <br />• 2 <br />3 CITY OF LINO LAKES <br />4 MINUTES <br />5 <br />6 <br />7 DATE : January 19, 2005 <br />8 TIME STARTED : 5:10 p.m. <br />9 TIME ENDED : 8:55 p.m. <br />10 MEMBERS PRESENT : Councilmember Carlson, Reinert, <br />11 Stoltz and Mayor Bergeson <br />12 MEMBERS ABSENT : Dahl <br />13 <br />14 Staff members present: City Administrator, Gordon Heitke; Community Development <br />15 Director, Michael Grochala; City Engineer, Jim Studenski; City Planner, Jeff Smyser; <br />16 Public Services Director, Rick DeGardner; and City Clerk, Ann Blair <br />17 <br />18 AUAR UPDATE — JOHN SHARDLOW, DAHLGREN, SHARDLOW & UBAN <br />19 <br />20 City Planner Smyser advised staff has been involved with an environmental review in the <br />21 eastern part of the City in the I -35E area. John Shardlow is the lead consultant for the <br />22 project and is here to make a presentation and answer questions. <br />23 <br />24 Mr. John Shardlow, Dahlgren, Shardlow & Uban, Inc., advised the function of the <br />• 25 Environmental Review Program is to avoid and minimize damage to Minnesota's <br />26 environmental resources caused by public and private action. The Alternative Urban <br />27 Areawide Review (AUAR) is a proactive alternative review process that integrates <br />28 comprehensive/master planning and environmental review. <br />29 <br />30 Mr. Shardlow continued indicating the environmental review occurs early in the planning <br />31 process to help anticipate and rectify problems when specific projects are still flexible. <br />32 The AUAR process gives the City the opportunity to assess the impact of development on <br />33 the area's natural resources prior to receiving and considering development proposals for <br />34 approval. The AUAR process also results in a mitigation plan adopted by the City <br />35 Council for how the significant environmental impacts will be avoided, and assurance <br />36 that mitigation strategies will be implemented. <br />37 <br />38 Mr. Shardlow referred to a map of the area that is included in the AUAR process noting <br />39 the participants in the project. The participants included an advisory panel make up of <br />40 citizens, property owners and City Board representatives. The City Council will make all <br />41 final decisions through this process after hearing from staff, consultants, advisory panel, <br />42 the public and other advisory commissions. <br />43 <br />44 Mr. Shardlow noted the advisory panel workshops are open to the public. A public open <br />45 house will be held on February 17, 2005. <br />46 <br />47 Mr. Shardlow explained the AUAR process noting the Council will review agency, <br />48 advisory panel and open house comments as well as development scenario alternatives.
