CITY COUNCIL WORK SESSION MARCH 9, 2005 <br />APPROVED <br />• 1 Community Development Director Grochala advised the question of the road <br />2 reconstruction referendum projects has to be to the County by the second week of <br />3 September. The public hearings would be held in June. The City would like to start <br />4 holding neighborhood meetings regarding the West Shadow Lake Drive and Shenandoah <br />5 road projects. He asked if the Council would like staff to get started on feasibility studies <br />6 for sewer and water in relation to those projects. <br />7 <br />8 Mayor Bergeson stated he believes the City should move forward with feasibility studies <br />9 for sewer and water even if the City does not include sewer and water in those projects. <br />10 The information gathered from the studies would be useful in the future. <br />11 <br />12 Councilmember Carlson suggested the issue of communication be placed on the agenda <br />13 for the joint Charter Commission/City Council meeting in April. <br />14 <br />15 Councilmember Reinert stated the process of communication in relation to sharing and <br />16 distributing information should also be discussed at the joint meeting. <br />17 <br />18 Councilmember Carlson noted all draft documents need to be stamped "draft". <br />19 <br />20 Mayor Bergeson called for a short break at 7:40 p.m. <br />21 <br />22 Mayor Bergeson reconvened the meeting at 8:05 p.m. <br />23 <br />•24 WELL NO. 5 PUMPHOUSE DESIGN, JIM STUDENSKI <br />25 <br />26 City Engineer Studenski advised at the last Council work session, staff was directed to <br />27 pursue two of the proposed pumphouse design options. The desired structures are the <br />28 hexagon (six -sided) and the replica of the City Hall structure. Both options are offset to <br />29 the south of the entrance driveway as requested. He referred to both renderings and asked <br />30 for Council feedback. <br />31 <br />32 It was the consensus of the Council to move forward with Option 2, the hexagon <br />33 structure, with double doors facing the north and false windows towards the street. The <br />34 structure would be constructed with the same materials as shown as well as in the <br />35 location shown. <br />36 <br />37 CSAH 14 MEMORANDUM OF UNDERSTANDING (MOU), MICHAEL <br />38 GROCHALA <br />39 <br />40 Community Development Director Grochala advised Anoka County is nearing <br />41 completion of the preliminary plans for the improvement of County State Aid Highway <br />42 14 (Main Street) from I -35W to I -35E. <br />43 <br />44 Anoka County is requesting City approval of a Memorandum of Understanding (MOU) <br />45 prior to moving forward with final design. The purpose of the MOU is to reach general <br />46 agreement between the parties regarding the project parameters. He noted a copy of the <br />• 47 draft MOU was distributed to the Council. Staff is anticipating Council consideration of <br />48 the MOU in April following further review by staff, Council and the City Attorney. <br />
