Future projects will need to be consistent with the Mitigation Plan, which is <br />2 determined by the Council. <br />3 <br />4 Ms. Schlichting outlined the next steps in the process, including adoption of the Final <br />5 AUAR and Final Mitigation Plan. <br />6 <br />7 This item will appear on the regular Council agenda Monday, June 27, 2005, 6:30 p.m. <br />8 <br />9 COMMUNICATIONS PLAN, SPRINGSTED INC., HIMLE HORNER, INC. <br />10 <br />11 Ms. Terri Heaton, Springsted Incorporated, advised Springsted Incorporated proposed to <br />12 partner with Himle Horner Inc. to provide strategic counsel and assist in the management <br />13 of public information necessary to communicate with residents and businesses regarding <br />14 the adoption and implementation of the Pavement Management Plan for Lino Lakes. <br />15 This contract will include: <br />16 <br />17 1. Designing the public information plan, including messaging, tactics and a <br />18 timeline. <br />19 <br />20 2. Developing financial estimates and the impact of specific ballot <br />21 question(s). <br />22 <br />23 3. Providing counsel for City staff and other contractors on individual <br />24 implementation steps. <br />25 <br />26 4. Assist City staff in the development and review of communication <br />27 materials, as requested. <br />28 <br />29 5. Advising the City Council and staff on any additions to the public <br />30 information plan that will be needed if a fall referendum is authorized. <br />31 <br />32 Ms. Heaton stated Himle Horner Inc. would provide an assessment of public information <br />33 efforts related to street/road improvement projects, including recommendations for future <br />34 action, to City Council and staff at the end of this contract. Todd Rapp, Managing <br />35 Director, will serve as the project lead for Himle Horner Inc. on this contract. <br />36 <br />37 Ms. Heaton stated this engagement is proposed to last from July 15 to November 15, <br />38 2005, with a monthly fee of $6,250 plus out-of-pocket expenses. <br />39 <br />40 Mr. Rapp advised the goal of the plan is to have the citizens of Lino Lakes more engaged <br />41 in the Pavement Management Plan (PMP) and to provide an assessment and <br />42 recommendations of the City's goals in relation to the City's strategies in achieving those <br />43 goals. <br />44 <br />
