• <br />• <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />SPECIAL WORK SESSION <br />CITY OF LINO LAKES <br />MINUTES <br />: November 28, 2005 <br />. 5:38 p.m. <br />. 6:40 p.m. <br />: Council Members Carlson, Dahl, <br />Reinert, Stoltz and Mayor Bergeson <br />: None <br />Staff members present: City Administrator, Gordon Heitke; Community Development <br />Director, Michael Grochala; and Chief of Police, Dave Pecchia <br />DRAFT COMMUNITY SURVEY <br />Mayor Bergeson advised the purpose of the meeting is to review the proposed draft <br />community survey. <br />Mr. Peter Leatherman, Decision Resources, Ltd, came forward and answered questions <br />about the survey process noting they are proposing a sampling of 400 residents allowing <br />for a plus or minus five -percent. The surveys are taken by a random digit dial and <br />appointments are set. Most calls are placed between the hours of 2:00 p.m. and 9:00 p.m. <br />The company does attempt to call everyone approximately 30 times before moving on to <br />a replacement. The survey will take about 25 minutes to complete. <br />Mr. Leatherman reviewed the proposed draft survey noting the cost for the survey is <br />$21,000. A formal presentation is given to the Council on camera at a regular Council <br />meeting. <br />Mr. Leatherman noted the changes from the last survey and made recommendations for <br />further changes. The Council noted their desired changes and incorporated them into the <br />survey. <br />Mr. Leatherman advised the survey is a snapshot of resident's opinions at that particular <br />time. Results are supposed to be based on a "gut" reaction and should be utilized in <br />conjunction with other community information. <br />Mr. Leatherman noted any resident within the City is eligible to take the survey. He <br />recommended the City conduct a survey every 3-4 years due to the change and growth <br />within the community. <br />
