• <br />• <br />CITY COUNCIL WORK SESSION MARCH 13, 2006 <br />APPROVED <br />1 <br />2 CITY OF LINO LAKES <br />3 MINUTES <br />4 <br />5 DATE : March 13, 2006 <br />6 TIME STARTED : 4:50 p.m. <br />7 TIME ENDED : 6:28 p.m. <br />8 MEMBERS PRESENT : Councilmember O'Donnell, Reinert, <br />9 Stoltz <br />10 MEMBERS ABSENT : Councilmember Carlson and Mayor <br />11 Bergeson <br />12 <br />13 Staff members present: City Administrator, Gordon Heitke; Chief of Police, Dave <br />14 Pecchia (part); Economic Development Coordinator, Mary Alice Divine; Finance <br />15 Director, Al Rolek (part); City Engineer, Jim Studenski; and City Clerk, Julianne Bartell <br />16 <br />17 <br />18 YMCA FUNDING <br />19 <br />20 Economic Development Coordinator Divine advised staff and the YMCA have concluded <br />21 negotiations for consideration by the City Council regarding expanding the YMCA in the <br />22 first phase of construction. She outlined the key points within the final agreement as well <br />23 as the benefits to Lino Lakes residents. <br />24 <br />25 Economic Development Coordinator Divine advised the source of revenue that will be <br />26 allocated for the City's additional $850,000 commitment would be tax abatement from <br />27 the Tax Abatement District in Legacy at Woods Edge. Based on developer assumptions <br />28 of anticipated values and phasing of the part of Woods Edge that is within the Tax <br />29 Abatement District, a 15 -year abatement will generate in the rage of $2,406,845. The <br />30 capacity is available to meet an obligation of $2,350,000. <br />31 <br />32 Economic Development Coordinator Divine reviewed the benefits the Council should <br />33 consider by building the full YMCA now rather than later including the City will have a <br />34 community center valued at approximately $8.2 million for a capital investment of $2.35 <br />35 million. <br />36 <br />37 This item will appear on the regular Council agenda Monday, March 13, 2006, 6:30 p.m. <br />38 <br />39 CHARTER AMENDMENT PETITION PROCESS AND TIMELINE <br />40 <br />41 City Clerk Bartell advised the City Council received a petition to not allow City Council <br />42 Members (including the Mayor) to also be members of the Lino Lakes Charter <br />43 Commission at its September 26, 2005 meeting. <br />44 <br />45 City Clerk Bartell stated at that time, the Council directed staff to prepare a timeline <br />46 indicating the process and schedule such an amendment could follow in order to be <br />
