SPECIAL COUNCIL MEETING MAY 8, 2006 <br />APPROVED <br />• 1 <br />2 CITY OF LINO LAKES <br />3 MINUTES <br />4 <br />5 DATE : May 8, 2006 <br />6 TIME STARTED : 6:15 p.m. <br />7 TIME ENDED : 6:25 p.m. <br />8 MEMBERS PRESENT : Councilmember Carlson, O'Donnell, Reinert, <br />9 Stoltz and Mayor Bergeson <br />10 MEMBERS ABSENT : None <br />11 <br />12 <br />13 Staff members present: City Administrator, Gordon Heitke; Director of Administration, <br />14 Dan Tesch <br />15 <br />16 DISCUSSION OF PERSONNEL POLICY <br />17 <br />18 Mayor Bergeson advised the purpose of the special meeting is to discuss a personnel <br />19 policy. <br />20 <br />21 Director of Administration Tesch advised a member of the Public Safety Department and <br />22 member of the National Guard has recently reported for Active Duty as part of the war in <br />• 23 Iraq. She expects an 18 month deployment. <br />24 <br />25 Director of Administration Tesch stated the State of Minnesota requires employers to <br />26 make allowance for members of the National Guard to participate in training activities. <br />27 In addition, the City has provisions in its personnel policy that go over and above State <br />28 requirements. That is to say the City makes up the difference between their military pay <br />29 and City wages. <br />30 <br />31 Director of Administration Tesch referred to Section 207.20 regarding Military Leave. <br />32 He noted in 2002, this employee participated in an extended training period and the City <br />33 made up the difference between her military pay and City wages. The difference this time <br />34 however, is she is on Active Duty and the City's policy only addresses military training <br />35 activities. <br />36 <br />37 Director of Administration Tesch advised staff has discussed this situation at length and <br />38 recommend that payments to this employee be continued for this deployment as the <br />39 practice has begun. In addition however, staff recommends that Section 207.20 of the <br />40 Personnel Policy be amended to clearly note that pay differentials do not apply to Active <br />41 Military Service. <br />42 <br />43 Councilmember Reinert moved to handle the leave as presented by staff noting this is an <br />44 isolated incident and this action does not set a precedent for the future. Councilmember <br />45 Stoltz seconded the motion. Motion carried unanimously. <br />46 <br />
