COUNCIL MINUTES APRIL 10, 2006 APPROVED City Clerk Bartell stated the City Administrator has now been advised by the City Attorney that the State of Minnesota has enacted a similar law that delegates responsibilities to county government. In light of this new law it would be appropriate for the City of Lino Lakes to repeal its ordinance so as to remove any conflict or confusion. City Clerk Bartell noted the Council approved the first reading of the ordinance on March 27, 2006. Councilmember Stoltz moved to approve the Second Reading of Ordinance No. 03-06, as presented. Councilmember Carlson seconded the motion. A roll call vote was taken. Yeas: Councilmember Reinert, O'Donnell, Carlson, Stoltz and Mayor Bergeson. Nays: none. PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA There was no report from the Public Safety Department. PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER There was no report from the Public Service Department. COMMUNITY DEVELOPMENT DEPARTMENT REPORT Consideration of Resolution No. 06-56, Approving Plans and Specifications and Authorizing Advertisement for Bids, Lois Lane Utility Extension, Jim Studenski — City Engineer Studenski advised on December 12, 2005 the City Council ordered improvements, preparation of plans and specifications, and declared official intent to reimburse certain expenditures from the proceeds of bonds to be issued by the City. City Engineer Studenski stated TKDA has prepared the plans and specifications for this work, and staff is requesting Council approval of the plans and specifications and to advertise for bids. Councilmember Carlson moved to approve Resolution No. 06-56, as presented. Councilmember Reinert seconded the motion. Motion passed unanimously. UNFINISHED BUSINESS Consider March 13, 2006 City Council Meeting Minutes (Councilmember Carlson and Mayor Bergeson absent) — Councilmember Reinert moved to approve the March 13, 2006 City Council Meeting Minutes as presented. Councilmember Stoltz seconded the motion. Motion passed with Councilmember Carlson and Mayor Bergeson abstaining.
