BOARD OF REVIEW MEETING APRIL 24, 2006 <br />APPROVED <br />• 1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE : April 24, 2006 <br />5 TIME STARTED : 6:38 p.m. <br />6 TIME ENDED : 6:50 p.m. <br />7 MEMBERS PRESENT : Council Members Carlson, O'Donnell, <br />8 Reinert, Stoltz and Mayor Bergeson <br />9 MEMBERS ABSENT : None <br />10 <br />11 <br />12 Staff members present: City Administrator, Gordon Heitke; Finance Director, Al Rolek; <br />13 and City Clerk, Julie Bartell <br />14 <br />15 <br />16 Mayor Bergeson advised the purpose of the meeting is to discuss property valuations. <br />17 The County Assessors are present to answer questions. He asked all residents who wish <br />18 to speak to sign it. <br />19 <br />20 Mr. John Leone, County Assessor, came forward and read a statement regarding the <br />21 property valuation process and the appeal process. He provided background information <br />22 as well as the valuation increases within the City of Lino Lakes. He stated the County did <br />23 receive 110 calls this year but most of them had to do with the approved school levy. <br />24 <br />25 Mr. Leone advised he does believe the market will be stabling out and the City will not <br />26 see as many large increases next year. He reviewed the average valuations for residential, <br />27 commercial and light industrial properties within the City. <br />28 <br />29 Ms. Linda Weiner, County Assessor, advised there are property tax relief forms that are <br />30 available to taxpayers that qualify. <br />31 <br />32 Mr. Alan Stender, Deerwood Lane, came forward and stated his property taxes went up <br />33 14%. He stated that is a big increase on top of the school referendum. He noted the <br />34 school referendum information that was distributed indicated taxes would increase by <br />35 $300.00 but his increased $600.00. <br />36 <br />37 Mr. Stender also expressed concern about the condition of the roadway in front of his <br />38 house due to the hauling of dirt for the Fox Borough development. He stated the street <br />39 was very damaged. <br />40 <br />41 Mr. Stender continued indicating that traditionally, estimated market value has always <br />42 been about 20% less that the selling value of a home. The County Assessors have <br />43 indicated the City of Lino Lakes is trying to catch up to market value. He suggested the <br />• 44 County is trying to catch up too fast. <br />45 <br />
