SPECIAL COUNCIL MEETING MAY 22, 2006 <br />APPROVED <br />• 1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 <br />5 DATE : May 22, 2006 <br />6 TIME STARTED : 5:34 p.m. <br />7 TIME ENDED : 5:40 p.m. <br />8 MEMBERS PRESENT : Councilmember Carlson, O'Donnell, Reinert, <br />9 and Mayor Bergeson <br />10 MEMBERS ABSENT : Stoltz <br />11 <br />12 <br />13 Staff members present: City Administrator, Gordon Heitke; Finance Director, Al Rolek; <br />14 Police Sergeant, Bill Hammes; and City Clerk, Julie Bartell <br />15 <br />16 LIQUOR COMPLIANCE HEARING AND CONSIDER PENALTIES. <br />17 <br />18 Mayor Bergeson advised the purpose of the special meeting is to conduct a liquor <br />19 compliance hearing and consider penalties. <br />20 <br />21 Sergeant Hammes advised the Police Department conducted liquor regulation compliance <br />22 checks at all Lino Lakes' liquor establishments. On February 24, 2006, the following <br />23 three establishments failed the compliance checks: <br />24 <br />25 American Legion Post #566 <br />26 Circle Lex VFW <br />27 Miller's on Main <br />28 <br />29 Each of the above noted license holders have received notice. It is requested that the City <br />30 Council determine whether these establishments violated the Lino Lakes Code of <br />31 Ordinances, Section 701 relating to Liquor Licensing and what, if any, action should be <br />32 taken. <br />33 <br />34 Sergeant Hammes stated the three establishments fall into the same category on the Best <br />35 Practices Grid. Therefore, if the Council determines individually that the establishments <br />36 have violated the Lino Lakes City Code, Section 701, staff would recommend imposing <br />37 the following penalties for each: <br />38 <br />39 1. $500 financial penalty <br />40 2. Require all employees who serve alcohol to attend server training <br />41 3. Mandatory liquor code handbook to be available to all employees at all <br />42 times <br />43 <br />• <br />
