• <br />• <br />• <br />COUNCIL MINUTES JULY 24, 2006 <br />APPROVED <br />Council Member O'Donnell moved to grant permission to use City property for the carnival in <br />conjunction with Blue Heron Days, conditioned upon receipt of insurance certificates from all parties <br />in the form recommended by LMCIT and the City's insurance agent. Council Member Stoltz <br />seconded the motion. <br />Mayor Bergeson provided the contact names and phone numbers for anyone wishing to participate in <br />the Blue Heron Days golf tournament noting additional teams are needed. <br />Motion carried unanimously. <br />PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />There was no report from the Public Safety Department. <br />PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />There was no report from the Public Service Department. <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br />Consideration of Resolution No. 06-120, Authorizing Comprehensive Planning Consultant <br />Services Contract with DSU, Michael Grochala — The City of Lino Lakes is required to update its <br />Comprehensive Plan to meet the requirements of the Metropolitan Land Planning Act and the <br />information in the Met Council system for the City. The plan update is due in 2008. City staff is <br />requesting approval of a proposal for professional services from DSU, Inc. to lead the Comprehensive <br />Planning effort. <br />DSU proposes to complete the work program for an estimated $216,785 including expenses. All <br />billings will be based on an actual time plus materials basis. As an optional service SRF has proposed <br />the development of a Citywide Transportation Cost Allocation Model for an additional $15,804. <br />The project is proposed to be funded by the City's General Fund and Trunk Utility and Surface Water <br />Management Fund. In anticipation of the plan update the City has previously budgeted and set aside <br />funds in 2005 and 2006 for this purpose. Additional general fund dollars will be required in 2007 and <br />2008. City staff will also continue to seek other potential funding sources including the Met <br />Council's Local Planning Assistance Loan Program. <br />Ms. Sierra Schlickting, DSU, came forward and outlined the proposed process in detail that was <br />submitted by DSU. She thanked the City for the opportunity to work on this project. <br />Council Member Reinert moved to approve Resolution No. 06-120, as presented as well as a contract <br />with SRF for the development of a citywide transportation Cost Allocation Model for an additional <br />$15,804. Council Member Stoltz seconded the motion. Motion carried with Council Member <br />Carlson voting nay. <br />3 <br />
