CITY COUNCIL WORK SESSION AUGUST 7, 2006 <br />APPROVED <br />1 The Council directed staff to schedule and hold the required public hearing and amend its <br />2 CIP to include the refinancing of this issue. <br />3 <br />4 CHARTER AMENDMENT <br />5 <br />6 City Administrator Heitke stated the City Council was presented with a petition with <br />7 more than 500 signatures at its September 26, 2005 meeting. The petition requested that <br />8 the City Council place the question of whether "to not allow City Council Members <br />9 (including the Mayor) to also be members of the Lino Lakes Charter Commission" on the <br />10 November 2006 election ballot. <br />11 <br />12 City Administrator Heitke advised the Charter Commission discussed the proposed <br />13 amendment at their April 13, 2006 and July 13, 2006 meetings. The Charter Commission <br />14 has proposed a revised amendment that includes the statement "However, one member of <br />15 the Council may serve as a non-voting liaison to the City Charter Commission". <br />16 <br />17 The Council directed staff to obtain an opinion from the City Attorney regarding the <br />18 recommended revision. This item will appear on the next Council work session agenda. <br />19 <br />20 Mr. Bob Bening, author of the proposed amendment and petition, stated he does not have <br />21 a problem with the revision recommended by the Charter Commission. However, he <br />22 would prefer the amendment be placed on the ballot to be voted on by residents. <br />23 <br />24 HISTORICAL DOCUMENTS <br />25 <br />26 City Administrator Heitke provided the background relating to historical documents of <br />27 the City noting that very early documents of the City were found in a safe when an old <br />28 building was torn down. Those documents are not in the possession of the City. If an <br />29 individual is holding onto those documents staff believes the City should make an effort <br />30 to recover them. <br />31 <br />32 The Council directed staff to draft a letter to the individuals requesting they work with <br />33 staff to return the originals to the City and obtain copies for themselves. The Council <br />34 also indicated the City needs to ensure there is a safe place to store and preserve the <br />35 original documents. <br />36 <br />37 PRIOR COMPREHENSIVE PLAN COSTS <br />38 <br />39 City Administrator Heitke distributed a breakdown of costs per year by vendor related to <br />40 the last comprehensive planning process totaling $211,171.41. <br />41 <br />42 City Administrator Heitke also advised information regarding the Financial Work Session <br />43 will be distributed tomorrow via email. <br />44 <br />45 The meeting was adjourned at 7:35 p.m. <br />2 <br />
