He stated the design for the improvements is nearing completion. Plans have <br />been distributed to the Minnesota Department of Transportation and Anoka County for <br />final review. Once their comments are received SEH, Inc. will make all necessary <br />modifications and submit the final plan set for agency approval. This is expected to be <br />complete by mid to late December. <br />Community Development Director Grochala indicated one outstanding issue is the <br />streetscaping and aesthetic design of the bridge. Early in the design process Mn/DOT <br />indicated the need to establish general parameters for the bridge aesthetics to create a <br />uniform treatment for bridges along the I -35W corridor. However, staff was not satisfied <br />with the Mn/Dot preferred bridge exterior surfacing. <br />Community Development Director Grochala stated streetscaping options on Lake Drive <br />are somewhat limited, but where applicable staff is carrying forward design elements <br />from the Legacy at Woods Edge project. Most of the landscaping efforts are being <br />concentrated on the southeast corner of Town Center Parkway and Lake Drive. The <br />Stormwater management design dictated the placement of a Stormwater pond in this area. <br />The existing coniferous trees on the site, that currently separate the Marshan Lane <br />residential area from Lake Drive and the Legacy Development, will be removed for the <br />pond. SEH is working on a plan that will 1) reestablish this separation and 2) create an <br />entry feature for the Legacy development. <br />Community Development Director Grochala advised Dan Wilson, Wilson Development <br />Services, has begun the right-of-way acquisition process on behalf of the City.
