He asked the Council to schedule dates to interview the applicants. <br />3 <br />4 Council directed staff to schedule board vacancy interviews December 14 and December <br />5 19. <br />6 <br />7 REGULAR AGENDA, NOVEMBER 13, 2006 <br />8 <br />9 There were no changes to the regular Council agenda. <br />10 <br />11 RICE CREEK WATERSHED APPOINTMENT <br />12 <br />13 City Administrator Heitke referred to information regarding an upcoming vacancy on the <br />14 Rice Creek Watershed District Board of Managers. In recent years, the City of Lino <br />15 Lakes has not submitted a list of nominations to the County Board, but has submitted <br />16 letters of support for applicants. <br />17 <br />18 City Administrator Heitke noted Mr. Harvey Karth has submitted a letter to the City <br />19 soliciting the support of the Council for this position. <br />20 <br />21 The Council determined the City would wait and see who applies for the upcoming <br />22 vacancy and then determine whether or not to submit a recommendation. Council also <br />23 directed staff to contact Mr. Andy Cardinal regarding a recommendation for the vacancy. <br />24 <br />25 OLD ST. JOE'S CHURCH SEWER CONNECTION <br />26 <br />27 Council Member Carlson excused herself from the discussion regarding this issue. <br />28 <br />29 City Administrator Heitke advised at the October 9, 2006 Council work session City staff <br />30 reported that they had received a request to grant an exception from Section 402.02 of the <br />31 City Code to not require the connection of Old St. Joe's Church to the City sewer system. <br />32 <br />33 City Administrator Heitke stated staff was directed to seek an opinion from the City <br />34 Attorney. He referred to the City Attorney's response advising the City Attorney had <br />35 indicated the request does not meet the requirements for an exception nor are there <br />36 special circumstances to allow for a variance. <br />37 <br />38 The Council directed staff to obtain information regarding an exception that would <br />39 include an agreement outlining parameters for use of the facility, identifying unique <br />40 features of the situation to grant a variance, maintenance and safety recommendations and <br />41 a requirement for monitoring levels of a holding tank. Council directed staff to work with <br />42 the City Attorney on these issues and contact Mr. Brausen. <br />43 <br />
