There is a flow change planned that affects <br />some interceptor pipes through Lino Lakes. The Metropolitan Council has requested the <br />City to join with Blaine in an information meeting for officials and residents. <br />The meeting will be scheduled for either March 14, 19 or 21St <br />VLAWMO JOINT POWERS AGREEMENT <br />The Council initiated a discussion regarding the status of the joint powers agreement with <br />the Vadnais Lake Area Water Management Organization (VLAWMO). <br />Administrator Heitke noted that the city recently joined with other member municipalities <br />in executing a new joint powers agreement with VLAWMO. Questions were raised by <br />the state board that oversees water management, the Minnesota Board of Water and Soil <br />Resources, specifically in regard to annual budgeting and project approval. They are <br />requesting an amendment to the JPA to clarify powers. Administrator Heitke suggested <br />that a review of financing for capital projects should be included in the discussion. <br />A question was raised as to whether the power structure would be allowed under the <br />City's existing charter. <br />The council will continue the discussion at the March 5 work session. <br />1 <br />
