The council has <br />approved the first reading of an ordinance conveying the land but has tabled the matter of <br />approval of the preliminary development agreement. The staff report includes the <br />development plan as Exhibit H, as requested by the council. <br />When asked why the feasibility study for the realignment of 77th Street shouldn't be done <br />first, Dave Anderson of Anderson Builders explained that there is more than city property <br />involved and the plans include more than one phase. The realignment is part of a planned <br />sequence. <br />Ms. Divine added that what is presented to the council at this time does have the added <br />value of the development having control of other than city parcels. <br />Dave Anderson explained that his company came to the city with a basic green field <br />development but heard from city officials that the realignment of 77th Street is desired. <br />Anderson Builders took that redevelopment element on in good faith but wants the <br />council to recognize that redevelopment is higher cost than development. They stand <br />behind their phased development proposal and believe it brings benefit to the city. <br />Ms. Divine noted that the only difference in the development agreement is the addition of <br />language specifying what can be built. <br />Some concern was expressed that the added language was not what was requested <br />because it is too broad. <br />
