The ordinance provides for a 3% annual increase. <br />70 <br />71 Director Tesch read the ordinance in its entirety. <br />72 <br />73 Council Member Reinert moved to approve 2nd reading and passage of Ordinance No. 14-07 as <br />74 presented. Council Member O'Donnell seconded the motion. Motion carried: Yeas, 3; Nays, 2 as <br />75 follows: <br />76 Yeas — Reinert, O'Donnell, Bergeson <br />77 Nays — Carlson, Stoltz <br />78 <br />79 Resolution No. 07-185 approving a Model Competitive Franchise Ordinance — Director Tesch <br />80 explained that telephone companies are becoming a part of the video services market and have <br />81 received federal authorization to negotiate to provide those services in franchised areas. The North <br />82 Metro Telecommunications Commission has set forth policies and procedures to assist local entities <br />83 in preparing for such a request. The city should put in place a model additional franchise template <br />84 that would hasten the process to consider a telephone company request if received. The resolution <br />85 before the council would allow staff to have the template in place. <br />86 <br />87 Council Member Reinert moved to approve Resolution No. 07-185 as presented. Council Member <br />•88 Carlson seconded the motion. Motion carried unanimously. <br />89 <br />2 <br />
