The restrictions have not been heavily enforced — <br />violations letters are sent out but seldom are people actually fined. Residents first receive a tag <br />on their door and then a letter. The recommendation to institute a time of the day restriction <br />relates to the fact that 65% of water used on a lawn during the hours of 10:00 a.m. to 6:00 p.m. is <br />lost. Mr. Studenski noted that staff continues to recommend the odd -even rule along with the <br />time of day restrictions. <br />Council comments included concern about how new technology such as soil monitors will fit <br />into the restriction; and keeping both the odd/even and hourly prohibition seems like overkill <br />especially since you get the big savings with the time of day restriction. <br />Engineer Studenski explained that the odd/even restriction adds the element of spreading usage <br />and keeping the peak water demand down. <br />The mayor suggested that the council could approve first reading of the ordinance this evening to <br />preserve the option of getting something in place for this year's watering season, but the council <br />can continue discussion in the meantime and before final approval. <br />The meeting was adjourned at 6:28 p.m. <br />These minutes were considered, corrected and approved at the regular Council meeting held on April 14, <br />2008. <br />e Bartell, C <br />1 <br />lir#4706,4 <br />John Bergeson, Mayor <br />
