Approved <br />52 <br />53 <br />54 FINANCE DEPARTMENT REPORT, AL ROLEK <br />55 <br />56 There was no report from the Finance Department. <br />57 <br />58 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />59 <br />60 Consideration of Ordinance No. 05-08, Amending Chapter 8 of the Lino Lakes City <br />61 Charter (Public Improvements and Special Assessments), for 1St Reading and referral to <br />62 the Lino Lakes Charter Commission, Gordon Heitke <br />63 Reading and roll call required <br />64 <br />65 City Clerk Bartell reported that after receiving the report of the Citizens Task Force to Review <br />66 Charter Provisions Pertaining to Local Improvements in July 2007, the council approved the first <br />67 reading of a charter amendment ordinance and referred the same to the Charter Commission. The <br />68Charter Commission elected to draft a substitute amendment that was submitted to the council in <br />•69 December of 2007. <br />70 <br />71 In February, the council received information from the city's bond counsel and financial advisory <br />72 regarding legal implications of the Charter Commission's substitute amendment. The Council <br />73 reviewed all the proposed amendments (from the Citizens Task Force, the Charter Commission <br />74 substitute, a proposal from city resident Robert Bening, and State Statute 429). Additional <br />75 information was received regarding the impact of the various charter amendments on the city's ability <br />76 to issue tax-exempt bonds for improvements. After that discussion, the council directed the <br />77 preparation of a charter amendment ordinance based on the original Citizens Task Force proposal but <br />78 with the exempt zone language removed. <br />79 <br />80 If approved for first reading, the ordinance would be referred to the Charter Commission and their <br />81 statutory review period would begin. <br />82 <br />83 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council <br />84 Member Gallup seconded the motion. Motion carried on a voice vote. <br />85 <br />86 Council Member Gallup moved to approve the 1st reading of Ordinance No. 05-08 as presented. <br />87 Council Member Reinert seconded the motion. A roll call vote was taken. Motion carried as <br />88 follows: Yeas, 4; Nays, 0; Absent, 1 (Stoltz). <br />89 <br />90 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />.91 <br />92 There was no report from the Public Safety Department. <br />
