COUNCIL MINUTES March 24, 2008
APPROVED
•
87 Council Member Stoltz moved to approve the Personnel Policy Language Clarification as
88 presented. Council Member Gallup seconded the motion. Motion carried on a voice vote.
89 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA
90 There was no report from the Public Safety Department.
91 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER
92 A) Consider 2"d Reading of Ordinance No. 06-08, Amending the Lino Lakes City Code,
93 Chapter 400, Water and Sewer, by amending subdivisions 1-4 under section 401.02, Use of
94 Water Restrictions to Authorized Persons — Engineer Studenski noted that a revised ordinance
95 has been forwarded to the council. The ordinance as originally and currently proposed would
96 restrict the time of day for lawn sprinkling between 10 a.m. and 6 p.m., since up to 60% of water
97 used for sprinkling during those hours is wasted through evaporation, etc. Under exceptions in the
98 ordinance, private owners using a private well have been exempted from both time of day and
99 odd/even restrictions.
100
101 Council Member Gallup moved to dispense with full reading of the ordinance. Council Member
102 Stoltz seconded the motion. Motion carried on a voice vote.
103
104 It was noted that there has been much discussion at the council about water restrictions so
105residents should know that the matter has not been taken lightly. The restrictions are part of the
406 larger plan to meet residents' water needs as well as conservation mandates as well as plan for
07 future infrastructure. There was discussion among the council about overburdening residents
108 with too many restrictions. Upon review, it is recognizable that certain restrictions (the time of
109 day restrictions proposed by this ordinance) are the ones that will save the most. It is hoped that
110 there can be continuing discussion about the odd -even restriction. Also there is interest in
111 hearing if water can be drawn from other than the aquifer.
112
113 Council Member Gallup moved to approve the 2"d reading of Ordinance No. 06-08 as presented.
114 Council Member Stoltz seconded the motion. A roll call vote was taken. Motion carried as
115 follows: Yeas, 5; Nays, 0.
116
117 B) Consider 2' Reading of Ordinance No. 07-08, Amending the Lino Lakes City Code,
118 Chapter 400 Water and Sewer, by adding Section 401.37 Lawn Sprinkler / Irrigation Systems
119 - Engineer Studenski explained that the ordinance before the committee will require the inclusion
120 of rain sensors with all new automatic irrigation systems as called for in the city's adopted Water
121 Emergency and Conservation Plan. By implementing this rain sensor installation, the city will be
122 able to save many gallons of water by not having irrigation systems running when not needed and
123 should reduce demand. Staff will follow up to provide a system permit and fee structure.
124
125 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council
126 Member Stoltz seconded the motion.
