COUNCIL MINUTES July 28, 2008 APPROVED 40before the council this evening. One condition is recommended: prior to issuance of the permit, 1 a monitoring and mitigation plan must be submitted and the plan should clearly require a 172 minimum of annual visual inspections of the system. 173 174 Council Member Stoltz moved to approve Resolution No. 08-80 as presented. Council Member 175 O'Donnell seconded the motion. Motion carried on a voice vote. 176 177 6B) Consider 1st Reading of Ordinance No. 11-08, Amending the Zoning Ordinance to 178 accommodate Animal Control Regulations, Non -Conforming Uses, Accessory Structures 179 located within an Easement, and typographical corrections. Planner Bengtson reported that 180 this ordinance is sponsored by staff to comply with the recently approved and updated animal 181 control regulations. There were some unrelated changes identified in the process of review of 182 these sections. The majority of changes being proposed are specific to the city code changes 183 regarding animal control and do not greatly change the requirements of the ordinance but relate 184 mainly to text changes. Other changes include amendments to align the city with state statutes in 185 regard to non -conforming uses and structures and amendments to address the city policy to allow 186 accessory structures to be placed in easements under certain conditions, as well as some non - 187 substantive grammatical errors. The Planning and Zoning Board held a public hearing on the 188 ordinance and then recommended approval. 189 190 Council Member Gallup moved to dispense with full reading of the ordinance. Council Member 191 Reinert seconded the motion. Motion carried on a voice vote. *992 3 Council Member Reinert moved to approve the 1st reading of Ordinance No. 11-08 as presented. 194 Council Member O'Donnell seconded the motion. A roll call vote was taken.
