The city's Joint Powers <br />Agreement with Anoka County Joint Law Enforcement Council is being presented by the <br />Police Chief for renewal; the new agreement includes appropriate updates and <br />improvements to reflect evolving law enforcement needs. <br />Item 2A — 1st Reading of Ordinance No. 16-08 adjusting water utility rates — Finance <br />Director Rolek and Public Services Director DeGardner will review the recommendations <br />in the council meeting. This will be up for a public hearing. The council received one <br />written comment (email) from resident John Long in support of the rate adjustments. It <br />will be received into the record at the council meeting. <br />Item 6A — Resolution approving a variance from the Ordinary High Water Level to <br />allow for reconstruction of an accessory structure at 1801 77th St - Planner Bengtson <br />explained that a variance has been requested by Mr. Ron Marier to allow for <br />reconstruction at his property; staff determined that the reconfiguration called for in the <br />reconstruction would not meet shoreland set back requirements. The staff <br />recommendation for denial was forwarded to the Planning and Zoning Board and the <br />board voted to approve the variance. The resolution presented to the council represents <br />staff's recommendation for denial; Mr. Bengtson suggested that if the council wishes to <br />approve the variance, findings of fact in that regard will be necessary as well as a <br />different resolution: The council discussed how such findings would be established if, in <br />fact, the council were to approve the variance. <br />
